Surveillance Cameras Device For Decree No. 10/2020/ND-CP (Model: TMS-CAM-NĐ10)

1. General Infomation
According to the provisions of Clause 3, Article 12 of the Government’s Decree No. 10/2020/ND-CP dated January 17, 2020 on business and conditions for transportation business; in which, there are regulations that nine-seat (or more) passenger cars and container cargo trucks, tractors must have surveillance cameras installed to record and store images on the vehicle during the travel process.
Vehicle surveillance cameras must meet at least the following requirements:
- Store and transmit information including: Journey, operating speed, driving time continuously to the journey monitoring data system of the Ministry of Transport (Directorate for Roads of Vietnam);
- Information from the vehicle’s journey monitoring device is used in the state management of transport activities, operation management of the transport business unit and is connected and shared with the Ministry of Public Security (Traffic Police Department), Ministry of Finance (General Department of Taxation) to perform the state management of traffic order and safety; security; tax”.
In which, the minimum time for storing images on the vehicle for at least 24 hours for vehicles operating on a journey with a distance of up to 500 km and a minimum of 72 hours for vehicles operating on a journey with a distance of more than 500 km. . The camera image on the vehicle must be transmitted at a frequency of 15–20 times / hour (equivalent to 3–5 minutes / time of data transmission) to the transport business unit and the competent State management unit to ensure traffic security and safety.
Camera must also be installed in accordance with the issued circular and decree. Specifically:
- Camera installed on passenger transport business vehicles with a capacity of 9 seats or more (including drivers) must ensure recording and storing of images on the vehicle (including drivers and doors of vehicle) while the vehicle is in traffic.
- Camera installed on container trucks and tractors must be sure to record and store images of drivers in traffic.

3. Product Features
